Attending a workshop titled GameQuest: designing games for higher education, I realized there are three things that must grow together during a game development project.
1. System design - the game as an organic system (rules, feedback, etc.)
2. Screen/toy design
3. All driven by a focus idea: what kind of game is it? Competitive, challenge, exploratory

The focus idea is the core that keeps the project together, and depends on the gaming and learning vision of the team.
If in a team, 1 and 2 should be coordinated properly through design, development and feedback cycles.
